When Mount Laurel was in the 3rd round and going through the courts, Habitat for Humanity’s philosophy was that its mission to help was the same, regardless of Mount Laurel outcomes. But we recognized early on that we could use the Mount Laurel Doctrine and Council on Affordable Housing (COAH) obligations to share how we help municipalities offset some of those obligations
